Although it has not yet been utilized by a project developer, Tennessee's New Community Development Act does appear to be based on sound principles, and serves as an important step in the search for new methods to successfully adapt citizen governance of new communities to the planning and development prerogatives which most new town developers feel they must be allowed. The Tennessee example, we believe, deserves careful attention by students of the new town movement, and by potential developers and officials in other states
