Después de décadas de declive en algunas democracias consolidadas, los parlamentos han hecho una reaparición en la Europa del Sur entre los años 70 y el inicio de los 80, gracias a la ?redemocratización? de Grecia, Portugal y España, y las reformas parlamentarias italianas en 1971. Se trata la literatura sobre la consolidación democrática y el papel de los parlamentos, y se considera el establecimiento y el funcionamiento de los parlamentos, con atención a Italia, España, Portugal, Grecia, y Turquía. Los parlamentos europeos han ido respondiendo a la consolidación democrática, y todos, excepto el turco, han sido fortalecidos por ello
