Conflict between the three main elements of the Community, the confederal Council of Ministers, the functional Commission and the federal Court and Parliament was inevitable. At the end of the transitional period, it was no longer possible for the Commission to act solely on matters laid down precisely in the founding Treaties, which meant that through the Council, the individual political processes of the member states become involved in every decision. Only a new treaty, turning the Commission into a European Government, can resolve this dilemma. Such a change however is only likely in a crisis and with the backing of a directly elected European Parliament
