Let me begin my comments with an anecdote reaching back over half a century. In 1947, when faced with the vote of the United Nations Partition Plan for Palestine, Carlos Romulo, the Philippine delegate to the United Nations, discussed the position the Philippines ought to take on partition with General McCarthur's man in Manila, Philippine President Manuel Roxas. Arrangements of the Partition Plan awarded the newly arrived European Jewish population over 56 percent of the land, including the most fertile and important coastal territory, despite the fact that as a group they made up less than a third of the population and owned less than six percent of the land of Palestine, largely by purchasing property from absentee landlords and not the territory's present inhabitants.
