ihe economy of Nepal bears the stigmata of its late start in development. Real efforts at developing the country only began in the 1950s, land the first fruits of this effort began to emerge only in the 1960s. The isolationist and restrictive policy of the Ran~a regime (1846-1951) meant that at the start of its 'modern era in 1951 Nepal had virtually no infrastructure 'or transportation network, land hardly any trained and educated people to man the engines of development. Inevitably its first efforts were directed to closing this gap. During the late 1950s and 1960s significant achievements were made in the field of infrastructure and education. Since, however, both infrastructure land education are long-gestation period investments Which have little impact 1on productivity in the mid-term, Nepal's rate of growth of production has been agonizingly slow
