The main goal of Communist China in Latin America is to establish ideological leadership over the revolutionary movements in that area. To do this it is necessary first, to identify the revolutionary struggles of the Latin American people with Chinese revolutionary tradition and, second, to convince the Latin Americans that Chinese revolutionary experience and strategy is applicable to their situation. As the Chinese lack normal diplomatic channels and have limited economic resources, they have chosen to use an ideological approach-penetration via cultural contact and exchange
