THE YEAR 1974 was truly momentous in Indonesia. The new year was introduced in dramatic fashion as Djakarta was gripped by violent demonstrations during the mid January visit of Japanese Prime Minister Tanaka. The riots can be considered as one of the most important political events in the life of the Soeharto regime, and the repercussions associated with this episode dominated the political scene throughout the year. The year 1974 was also a watershed with respect to the future pace and direction of economic developments in Indonesia. Although somewhat overshadowed by the January demonstrations, the world-wide rise in oil prices served to generate an enormous increase in budgetary revenues. The government suddenly found itself with an unprecedented abundance of resources and in better financial condition than any of its predecessor regimes in the post-colonial period. Finally, the year 1974 brought to a close the first five year plan (Repelita 1-1969-74), with some sound achievements recorded in fulfilling plan goals, and with the flow of increased oil revenues enabling the government to launch forth aggressively with an even more ambitious second five year plan (Repelita II-1974-79)
