State Senate Reapportionment in the Southeast

Traditionally the numbers and distribution of state senators in the southeastern states have been determined primarily by counties rather than by population. Generally, rural districts have been overrepresented while urban areas have been underrepresented. Malapportionment has been reduced substantially as a result of federal court actions during the 1960s. At-large districts in some metropolitan areas have prevented the election of Republicans and Negroes at a time when each group is becoming politically more powerful. Rural political power has been partially maintained after reapportionment, especially in multi-county districts, by numbered election posts and minimum county population requirements
