Road networks in developing countries are improved unevenly. Improvements are determined more by the amount of public investment than by technological breakthroughs. Improvements make drastic changes in the distances in hours between cities. An index based on mean speed between cities and population provides a measure of the rentability of road investment. Multidimensional scaling reveals some topological properties of the network, which does not fit, in general, in a conventional space of two dimensions, but does fit in spaces of three or seven dimensions
