When the Amsterdam lawyer Henricus Calkoen wrote his treatise ‘On the Prevention and Punishment of Crime’ in 1780, he hardly mentioned imprisonment as a form of judicial punishment. In those days criminals in Holland were more often punished by death, physical suffering, banishment, and fines than by locking them up in prisons. That was to change rather quickly. In this article I will describe and analyse the development of imprisonment in The Netherlands and other countries in the Western world since the end of the eighteenth century. I will start with a critique of current socio-historical explanations of developments in the punishment of criminals. I will then go on to analyse those developments as related parts of blind, largely unplanned, yet structured processes. It will become clear that the structure of those processes sheds light on the increasing use of penilentiaries and solitary confinement in the nineteenth century.1
