Throughout this paper we have argued and attempted to demonstrate that the changes which the youth custody legislation have created within female prisons are fundamentally different to those incurred in the male system. The justification and rationale for this development have not been made explicit and the assumptions about the social worlds of women's prisons, which are implied by the policy of age-mixing, have not been substantiated by empirical research. The formulation of youth custody for girls, and the ways in which it has been implemented in the women's prison system, reflect a complex political relationship between practical and historical expedience on the one hand, and an epistemology of female crime on the other. Of critical significance, however, is that these developments are the product of a narrow debate which has failed to address fundamental questions about the purpose of imprisonment, and the assumptions which appear to underlie the differential treatment and control of men and women in prison
