State and Textiles in the Central Pyrenees in the Middle of the 18th Century. The creation in 1742 of an inspection of manufacturing in the central Pyrenees illustrates the originality of French monarchical policy in matters of administration a short time before its challenge by early liberalism. This apparently late decision leads one to reflect upon the conditions of its birth after more than 75 years of Colbertian administrative policy. The creation of a new administrative region and the reforms that were linked to it give us a case study of institutional practices applied to industry : how did they influence or not the growth of proto industrialization
