During the nineteenth century, as Western society began to industrialize and urbanize, countries such as France, England, and the United States found themselves faced with the very difficult question of what to do about the growing number of poor people who were haunting their cities and towns and developing an unsettling culture of poverty. The patrician classes who dominated the industrializing countries of the West recognized that there was a tremendous gap between their own economic position and that of the working classes; they were troubled by the physical suffering they saw around them and by the moral decay they perceived as either a cause or a result of widespread economic hardship. For several decades social historians have been interested in the attempts of the privileged classes in Western society to confront the related problems of misery and depravity during the early industrial period. In the last few years, for example, scholars concerned with the question sociale in France have reconsidered the work of early social scientists, explored the dynamics of the housing reform movement, studied the treatment of abandoned children, and reexamined nineteenth-century programs for the control of working class family life
