Freiherr vom Stein, Briefe und dmtliche Schriften, ed. Erich Botzenhart and Walther Hubatsch, III (Stuttgart, 1961), pp. 185-186. 'Probably the most influential work is Heinrich von Treitschke, Treitschke's History of Germany in the 19th Century, trans. by Eden and Cedar Paul, I (London, 1915), pp. 270-71. Treitschke willingly admits that the destruction of the old empire after 1803 was a fruitful clearing of the ground, but his judgment on the pro-French administrators is that they served the fatherland only through inadvertence. A good late example is Helmut Rossler, Osterreichs Kampf um Deutschlands Befreiung (Hamburg, 1940), I, p. 494; II, pp. 79-87; and passim. A well-informed and capable historian, Rossler, concentrates exclusively on the enemies of France, whom he divides into two groups, the reactionaries (Metternich, etc.) and the progressive conservatives (Stein, the Stadions, etc.). Everyone else is un-German or unimportant. 'Franz Schnabel, Deutsche Geschichte im neunzehnten Jahrhundert I (4th ed.; Freiburg, 1948), pp. 147-159. Schnabel's unfinished first edition was banned in 1937. Also for the pre-war period see H. Holze, Das Napoleonische Staatssystem in Historische Zeitschrift, 148 (1933), passim. Especially important since 1945 are: Fritz Valjavec, Die Entstehung der politischen Str6mungen in Deutschland, 1770-1815 (Munich, 1951), pp. 343-360; Heinrich Heffter, Die Deutsche Selbstverwaltung im 19. Jahrhundert (Stuttgart, 1950), pp. 65-66, 77-83, 103-109. Heffter's interest in self-government draws him to Stein, a standischliberal, but he is quite clear that this is only one side of the German liberal tradition. Stein is pictured as very conservative in Werner Gembruch, Freiherr vom Stein im Zeitalter der Restauration (Wiesbaden, 1960). Also belonging in this group of revisionists is Theodor Schieder
