Immigration has been central to the creation of the working class in many western European societies, albeit not on a scale comparable to the United States of America. Nowhere was this truer for the period of the wind of industrialization, from the mid-1890s to the Depression, than in France, where low natural population growth and a large, stable peasantry reluctant to leave the land caused acute labor shortages in industry and in commercialized agriculture. By the 1 920s France was second only to the United States of America as an industrialized immigrant society.' The state did little more than facilitate or, with the onset of the Depression, limit this influx. For the most part, the actual process of immigration was left to the collective and individual motivation of the immigrants and to the market forces of the private enterprise economy. In consequence, the conditions and experiences of the immigrants were not the subject of detailed state surveillance, and the records which might allow their exploration are diverse, fragmented, and in all probability very limited-especially in so far as the subjective experience of the immigrants is concerned.
