Historians have assumed that prior to World War I increasing international tensions dominated the thoughts and actions of European politicians to such an extent that they viewed domestic politics as of secondary importance. In the case of France the election of the revanchist Raymond Poincar6 to the presidency of the Republic in January 1913 and the passage of the Three Years Law the following July have been attributed primarily to a occasioned by Germany's bellicose foreign policy.1 Little attention has been paid to the fact that domestic political battles continued from the Separation to the outbreak of the war, and they became increasingly heated until French society, on the eve of the war, was severely polarized. In this context the nationalist revival appears to have been less a reaction to German pressure than an integral part of a conservative resurgence, a product of the domestic struggle for power between the center-right and center-left
