This is an essay about the ways in which universities may enhance their ability to deal intelligently with themselves and with the external conditions they are likely to face in the next several decades. Readers with a personal knowledge of university life will be able to judge whether a detailed analysis of the differences between institutions and disciplines would force a fundamental alteration of my broadly stroked characterization of the Academy. Others, unfortunately, will be more dependent on my vision. The specifics of hard evidence, which here and there are dotted through the text, are intended to bolster the general credibility of the recommendations rather than to carry a burden of formal proof. This essay was originally composed as part of the final report of a project intended to improve instruction at the University of Pennsylvania. It is, however, neither an organizational history nor an evaluation of that project. Honesty does, nevertheless, compel an initial historical note. The approach to instructional improvement that I describe here has not been adopted at Pennsylvania. I hope that the project's failure has seasoned the
