This paper explains and describes the resulting interstate barriers and analyzes courses open to states following a 1973 Supreme Court case and widespread adoption of 18-year-old adulthood. Federal legislation is required, the author argues, to simultaneously protect national interests in travel and in quality, low-tuition education
