From an ecological perspective, problems of youth in low-income families are conceptualized as disruptions in the social system, rather than as attributes of the adolescents or their families. The Outreach Counseling Program is presented as a model for implementation of an ecological framework. It focuses intervention on the relationships of the youth and family with each other and with the network of resources and service delivery systems in the community
