The creation of neighborhood health centers all over the country has been a significant part of the campaign to deliver high-quality medical care to all Americans regardless of income, occupation, or place of residence. It is not enough, however, to simply establish these centers; they must be operated with skill and efficiency. Particular attention must be paid to the administrative problems in the operation of health centers, since it is here that the idealistic origins of the health centers must meet the test of reality. Of particular importance are administrative problems related to finances, personnel, the exercise of authority and control, and the manner of organization of the health services themselves
