There are significant moral issues in making a health care system deliver quality health care with accountability. Unfortunately, delivering such care with accountability will have to mean challenging the traditional ethical assumptions of most of the key players in a new health care system. It will mean challenging the traditional Hippocratic ethics of clinicians. At the same time it will also mean challenging the traditional utilitarian ethics of the administrators of health care.
