Interest in the subject of distribution of financial flows among dif? ferent countries and regions has been growing in recent years and has, despite the obvious political difficulties surrounding it, impelled some governments to take a lead in accepting distributional considera? tions as part of the objectives of their aid policies. [See Ministry.] In international discussions of the development questions too, there has been growing attention paid to this subject, particularly following the so-called oil crisis of late 1973 and early 1974. The world is still far from a generally accepted model of rational distribution of financial flows
