Some inscriptions and litterary sources reveal that from the classical period the religious festivals (panegyris) were not only the period for religious activities, but also for commercial exchanges whose sole goal was not only to provide the bare minimum for pilgrims. This part of the festival is designated by the word agora. Its periodicity makes it a true fair. The cities try to insure the respect of regulations by the election of magistrates such as agoranomoi, a task already undertaken in the late hellenistic period by panegyriarchai. These exchanges are also the occasion to raise taxes, but the inscriptions show us rather the case where the organizing State (city, koinon, monarchy) prefers to renounce to the raising of taxes, and instead grants ateleia to the festival. The type of exchanges which took place during the fair is difficult to determine because of the official nature of the sources. Slaves, cattle and luxury goods were involved. The common point seems the absence of a permanent circulation of goods in the fair's zone of influence. The trapezitai were also attracted to the fairs : they certainly practised money changing there and perhaps credit
