Algeria: the Issues of the Negotiations Between ISA and the Army, by Luis Martinez The call for a truce issued by the émir of the ISA (Islamic Salvation Army) on September 21, 1997, is a turning point in the Algerian civil war. For the first time this truce offers a genuine opportunity for a return to civil peace. After six years of war the presidency and the ISA have reached an agreement accepted by the ISF. However, the truce is running up against the total war strategy of the « eradicators on both sides », viz. General Lamari, chief of staff of the armed forces, and the GIA. Seen from this perspective, the massacres of villagers aim to diminish the significance of this truce
