This paper deals with Carthage’s colonization process after 44 BC, and especially with octavian policy in 29 and, above all, 28 BC. Octave strengthened the colony by a new deductio, in 29. Yet, the most important decisions (tax exemption, abolition of the curse on punic soil and grant of Roman citizenship to local peregrini) date from 28. A reference to Concordia was probably included in Carthage’s official name in this context
