Waterfront cities have always provided opportunity for economic development. But cities encounter legal and social challenges to constructing the waterfront and its harbors, piers, warehouses, and transportation infrastructure. There are questions about who owns the waterfront, the water, and the land underneath it—and who pays for its development. In the United States, new cities developing their waterfronts had to consider whether the waterfront was primarily the site of private enterprise or a public good for the benefit of urban residents. In Waterfront Manhattan: From Henry Hudson to the High Line and Liquid Capital: Making the Chicago Waterfront, Kurt C. Schlichting and Joshua A. T. Salzmann address these questions by examining two of the country’s early, important waterfront cities. They expose how both cities, despite their differing geographies and histories, followed a similar trajectory in which the desires of major economic actors were largely responsible for constructing and reconstructing the waterfronts for private economic gain.
