This paper was presented on November 7, 1996, in Valencia, Venezuela, at an Inter-American Congress sponsored by the International Institute for the Unification of Private Law (UNIDROIT), the Center of International Studies of Law, Faculty of Law, Carabobo University, the Venezuelan Ministry of Foreign Relations, the Inter-American Development Bank and the State of Carabobo. The paper will appear, together with the others presented at the Valencia Congress, in a volume to be published by UNIDROIT.
