Mr. Charlton had for some years been considered one of the most prominent business leaders of the country. With F. W. Woolworth he was one of the pioneers of the five-and-ten-cent chain store organization in America, and the merger of the Charlton and Woolworth interests eighteen years ago was then looked upon as an event of far-reaching importance in American business. Mr. Charlton was one of the great business executives chosen by President Wilson to serve on the war industries board. He combined a rare executive ability with social sympathies, and has been prominent in numerous philanthropic enterprises, which of recent years have occupied a gradually increasing portion of his time and attention
