This study takes a deep dive into Mumbai's Slum Act, tackling the complexities of city management, the informal power dynamics within slums, and the market forces that shape slum rehabilitation efforts. Too often, laws meant to help with slum upgrades ignore the voices and choices of the people living there, the ripple effects of changing laws, and the impact of a cutthroat real estate market. By promoting community involvement in how slums are managed, enhancing safeguards for renters, and regulating informal service sectors, it is possible to develop urban development policies that are more inclusive. Examining similar challenges in slum redevelopment in other countries offers crucial insights on successful models that thoughtfully weigh social requirements, legal entitlements, and economic viability
