The demand for separate statehood is not articulated explicitly on identity issues alone, but on the questions of development and deprivation of a region or the communities. Mere identity mobilisation for a new state would not muster much mass support than material deprivation in the context of the region's development. In Nagaland, the Eastern Naga's demand for separate statehood can be seen in the larger context of the lack of development in other parts of the state. In other words, the sub-regional assertion was carried out highlighting the region’s persistent underdevelopment. The current solution arrived at through the tripartite agreement may be the practical solution considering the complexities of the state and its geographical location at the international border. However, only time will tell whether it will yield adequate results
