Shifting geographical and administrative boundaries in the North-eastern part of India since the truncation of Greater Assam has redirected discourse towards legitimate rights of indigenous communities. At the heart of the discourse is the question of who can rightfully claim to be indigenous. In a similar vein, the fate of the Moran community living in Arunachal Pradesh got embroiled in the politics of Permanent Residential Certificate (PRC). The demand for PRC by non-Arunachal Pradesh Scheduled Tribes (non-APSTs) has been a long-standing issue in the internal governance of Arunachal Pradesh. This article is an attempt to understand the political developments surrounding the issue of PRC in Arunachal Pradesh considering both sides of the debate – the apprehensions of the Arunachal Pradesh Scheduled Tribes (APSTs) and the rights asserted by the non- Arunachal Pradesh Scheduled Tribes (non-APSTs)
