Air pollution is a serious environmental issue in cities like Beijing (China) and Delhi (India) and the governments in both the countries have taken several measures to address it. While the air quality in Beijing has improved to some extent over the years, Delhi has seen no comparable improvement. This study employs historical institutionalism to explain China’s relative success. It conceptualizes three modes of air pollution issue institutionalisation – top-down, bottom-up, and lateral and found that the issue was institutionalised by a combination of top-down and bottom-up modes in Beijing in a complementary manner. This created positive governance and political feedbacks. In Delhi, in contrast, it was institutionalised through lateral mode which created governance frictions and prevented demand aggregation
