The fresh mandate comes with lots of hope and aspirations of Jharkhandi people and the new government will have to grapple with several paradoxes to fulfill even some of these. As Jharkhand has already conducted the Panchayati Raj elections in 2011, 2016 and 2022 the different state governments have failed to frame the PESA rules. Without such rules the PRIs simply becomes an extension of the political interests governing the above two tiers. In this situation it becomes imperative for the government to ‘retribalize the governance’ by establishing crucial intermediary institutions like Tribal Advisory Council (TAC) with the mandate to oversee the distribution of powers between the state machinery and local bodies
