Among Trade Union regulations there is one which stands out as practically universal, namely the insistence on payment according to some definite standard, uniform in its application. Even so rudimentary a form of combination as the 'shop club' requires that all its members shall receive, as a minimum, the rate agreed upon with the foreman for the particular job. The organised local or national Union carries the principle further, and insists on a standard rate of payment for all its members in the town or district. The standard rate, it should be observed, is only a minimum, never a maximum. Introductory paragraph
