[The following article, published in 1938 in Elie Hal6vy's posthtLmouis volulile of essays, L'Ere des Tyrannies, consists of his contributions to a debate heldI at the Societe franvaise de Philosophie on November 8th, I936, preceded by a short paper which he had submitted to the members of the Society as a basis for discussion. In publishing this translation of an article which has already appearedl elsewhere, the Editors of ECONOMICA depart somewhat from their usual practice and perhaps also go slightly beyond the field normally covered by ECONOMICA. The intrinsic inmportance of the article would probably be sufficient to justify this exception. The problems with which it deals lie on the border line between economics and politics and the author has raised in it, at an early date, questions which have been considered more recently in this journal from the point of view of the economist. It seemied desirable to make the article accessible to wider circles in this country than a French book, published shortly before the outbreak of war, would be likely to reach. And the Editors of ECONOMICA are glad in this way to pay a tribute to the memory of a great Frenchman, a student and lover of this country, and an old friend of the London School of Econoomics.]
