There is no need to document again the numerous problems facing the black community. A careful review of the conclusions and recommendations made about the black community points out the seriousness of the situation (Hatton, 1976: 138-147). Unless there is systematic attention to filndamental change, the inequitable conditions of blacks are likely to persist. For a time, local control of the social institutions in the black community was proposed as a solution to problems of inequity in community education and services. Proposals to achieve community control of schools in the black community were supported by serious scholars and community leaders. However, the promise of community control has not yet been fulfilled. Inequities in the black community remain; the problems of the schools are still severe. This paper is an outgrowth of my concern and involvement with the community control struggle of the late 1960s and the early 1970s.
