In its recent deliberations about the bill to reauthorize federal elementary and secondary education programs, the Senate added an amendment that calls for a substantial expansion and reshaping of the National Assessment of Educational Progress (NAEP). A critical aspect of the expansion is the of sampling techniques that produce data that are representative on a national, regional and State basis (H 5 EAS, sec. 9002). The provision for state level data is a significant departure from past practice, but is in keeping with the recommendations from the Department of Education that were buttressed by the report of a blueribbon panel that was constituted to review NAEP and make recommendations about its future (Alexander-James, 1987). It is also consistent with positions taken in recent years by the Council of Chief State School Officers. Although the fate of the amendment depends on actions that at the time of this writing are yet to be taken by the Senate and House Conference on the bill, the push for stateby-state comparisons is very strong and seems to face relatively little resistance.
