When I wrote my first article about school choice in the fall of 1984, a sitting president was forcefully advocating tuition tax credits and vouchers, but the U.S. literature about the subject was sparse. The major reason was that little school choice was available in this country. A few New England states had long followed a practice called tuitioning, which offered some choice to high school students; a number of cities had implemented magnet programs as an integration measure; and a limited voucher experiment had been conducted in California in the 1970s. However, most children in the United States attended the public school to which they had been zoned by their school board. As a result, the sparse literature on the subject was h avy on theory and light on empirical evidence, a weakness that can be illustrated
