Are all politics, even nationalist politics, local? James Bjork has written an important study on a singular place, Upper Silesia, at what should have been a turning-point in that region's history: the period from the aftermath of the Kulturkampf to the Plebiscite of 1921 which partitioned Upper Silesia between Weimar Germany and the reborn Polish Republic. Yet, rather like A.J.P. Taylor's mid-nineteenth-century Germany, Upper Silesia reached a nationalist turning-point, and then failed to turn. In the introduction, Bjork identifies how stubborn is the assumption of the inevitability of nationalist politics. Even when it is accepted that peoples and the states intertwined with nationalist politics are imagined communities, viable alternatives in organising social and political life seem unimaginable. Bjork argues that, in Upper Silesia, Catholic ideals, institutions and religious élites represented a non-national milieu whose resilience in maintaining multi-national communities illustrates the deeper contingencies of nationalism's place in state- and nation-building projects
