Difficulties Involved in Reaching a Final Solution of the Reparations Problem

ECONOMIC and political conditions at the end of the World War were such as to require the establishment of a considerable machinery of international organization and control. All of these agencies were looked upon as temporary devices, made necessary by the exigencies of reconstruction, and it was rightly felt that the problems arising from the war could be regarded as having been liquidated, only when these control agencies had finally been dissolved. Not until each nation is handling its own internal problems without foreign aid or supervision, and not until each government has definitely and unqualifiedly agreed to meet its obligations both to foreign governments and to the individual citizens of other countries can it be said that normal international relations have been restored
