The purpose of the program has been to develop in the visitors an understanding of American institutions and potentialities, of American cultural and social and political affairs, and of the ideals and practices of American democracy. The assumption underlying the attempted accomplishment of these goals by means of trips to America rather than through sending Americans to Germany has been much as expressed to the press in the spring of 1949 by Dr. Edward Litchfield, director of the Civil Administration Division, Office of Military Government for Germany, and one of the military government administrators most interested in this type of program: Some postwar Germans will not believe even a newspaper clipping.
