CERTAIN arms of the National Government engaged in the service of youth have already received attention in this issue of THE ANNALS. For information on others, many sources are available.' The present article is limited to national non-governmental organizations whose activities are devoted wholly or in substantial part to the welfare of youth. Private associations have always played conspicuous r6les in American life, and will long continue important. The expansion of governmental functions may cause modifications of the scope and the aims of private agencies, but it is unlikely soon to effect any reduction in the magnitude of their responsibilities. In our interdependent civilization, the need for social services increases as rapidly as it can be met by the combined efforts of taxsupported and philanthropic enterprises
