Just as the old idea of natural rights has given way to the conception that the state has a right to do whatever it is in the interest of society in the long result that it should do, so it is becoming plain that the doctrine of absolute sovereignty set up to guard the state itself against interference by other states must ultimately give way before the conception of a society of nations
