The scraps of evidence all seem to agree that only an insignificant minority have responded to the efforts of the Japanese and are collaborating in the establishment of the new order in Asia. What we do not know is the attitude of the various races towards one another and the Europeans. The Chinese, for example, are disliked in varying degrees in the countries included in this survey, because of their economic power. Practicing the policy of divide and rule, the Japanese have been systematically trying to inflame this ill will.
