Either international conflict or mounting dependency undermines the foundations of a social system which requires a freely selected leadership and selfdisciplined co-operation. Regimentation tempered by paternalism tends to replace the delicate mechanism of democracy when insecurity diverts attention from freedom and spiritual values to the job of physical survival.
