This paper is a survey from Confederation to the present day of the legislative and working relationships between the various provinces and the federal government in the field of immigration ‐ one of the rare areas of government in which concurrent responsibility is enshrined in the constitution. The paper argues that relations have passed through several periods from the early post‐Confederation period, during which there was much cooperation marked by several multilateral federal‐provincial immigration agreements, through long periods of little cooperation to the present day, which is one of complex interrelationships marked by a series of bilateral federal‐provincial agreements and working relationships with the provinces and the territories.
