This article explores the utility of studies of policy‐making for government officials in Canada. It argues that as the policy process has become more involved, so officials need greater knowledge and skill, and that the study of policy‐making in North America now provides insights which can help officials. To support these arguments the author examines a variety of already published case studies of policy‐making in Canada, the United States and England. Using them as examples, he show how the study of policy‐making can help officials both to understand and to cope with such phenomena as: the obstacles to change common in particular stages of policy‐making; the impact of bureaucratic politics upon the fate of policy initiatives; new developments in federal‐provincial relations and in patterns of interest group activity; and the contribution to policy development offered by social science research.
