The Canada Assistance Plan, adopted in 1966, was probably the most harmonious product of the cooperative federalism process. Five main aspects of the Plan support this judgment. Both levels of government saw the need for such a measure and both were intensely involved in establishing its basic contents. Federal officials were extremely sensitive to provincial demands for flexibility, in the third place, and a unique process of federal‐provincial consultation on the details of the measure took place at the formulation stage. Finally, the Plan was implemented in the same kind of intimate federal‐provincial interaction. Although few areas of conflict arose in this whole development, a bargaining model can be applied to them with interesting results. This exercise reveals that while bargaining was little in evidence in this case, it did not always follow patterns we have come to expect. The unusual degree of harmony involved in this case is related to the general deference to professional norms, to the fact that the initiative came largely from the provinces and to the attitude of federal officials toward the provinces. Sommaire.
