A new approach now gaining acceptance in Britain breaks the budgetary process into three elements: Macro‐budgeting: setting total government expenditure for five years and allocating it to the major areas of outlay, this is now the responsibility of the Public Expenditure Survey Committee (PESC); Micro‐budgeting: a framework for the analysis of the ministries' activities, called Programme Analysis and Review (PAR); Policy analysis: Government assistance by an analytical unit, the Central Policy Review Staff (CPRS), which also looks at the effects of policy on public expenditure. These developments are the subject of this article. In the concluding part, the chances of the reformed public expenditure system being carried out successfully are evaluated in terms of analytical contributions vs organizational feasibility. Sommaire.
