Conventional models of municipal organization in the larger Canadian cities assume that councillors will not be occupied with municipal tasks on a full‐time basis. This assumption has historically been reflected in low remuneration levels and limited provisions for office space and support staff. Members of council have been expected not to interact with staff on a regular basis except at meetings of council and committees. Information gathered from Montreal, Toronto, Ottawa, Hamilton, Quebec City, Edmonton, Calgary and Vancouver suggests that a significant number of councillors now view their position as full‐time and are accordingly demanding changes in their working conditions. Full‐time councillors, especially if backed by personal staffs, are in a position to challenge traditional practices and patterns of power within our city halls. Although the emergence of full‐time councillors has been incremental, the long‐term impact on municipal organization will be profound. The main objects of this paper are to determine the extent to which such changes have taken place and to assess their impact for both policy‐making and administration within Canadian urban government. Sommaire: Dans les grandes villes canadiennes, selon les modèles traditionnels d'organisation municipale, les conseillers municipaux ne sont pas occupés à temps plein. Historiquement, cette hypothèse s'est traduite par une rémunération modique des conseillers et par une faible attribution d'espace de travail et de personnel de soutien. Hormis au cours des réunions du conseil et des comités, on ne prévoyait pas que les membres du conseil aient régulièrement affaire au personnel. Des données recueillies à Montréal, Toronto, Ottawa, Hamilton, Québec, Edmonton, Calgary et Vancouver suggèrent qu'un nombre important de conseillers estiment qu'ils occupent aujourd'hui un poste à plein temps et demandent par conséquent que leurs conditions de travail changent. Des conseillers à temps plein, surtout s'ils sont appuyés par un personnel de soutien à eux, sont en mesure de mettre au défi les méthodes et les schémas traditionnels de pouvoir dans nos hôtels de ville. L'apparition des conseillers à plein temps s'est faite de manière progressive, mais les répercussions à long terme qu'elle exercera sur I'organisation municipale seront profondes. Les principaux objectifs de cette étude consistent à déterminer si pareils changements se sont déjà produits et àévaluer leur effet sur les décisions politiques et sur I'administration au sein des grandes municipalités canadiennes
